These cams have Rock Empire printing on the spreader bar and Rock Empire tags on the webbing sling. Their plastic triggers have "KoubA" in raised letters molded on the upper side, and "Czech Republic" below.
Kouba manufactured these cams, and Rock empire distributed them under their name. Rock Empire was officially founded in 1990 and Kouba in 1992. It is possible that both of them had been making gear before, it was just not "legally." Perhaps they were simply making gear and selling it within their circle of friends without having a registered business. Before 1990, private business was vundesirable" in what was then Czechoslovakia, as it was not part of a centrally planned economy.

These four-cam units have either "8709" or "8711" stamped into the rear side of the spreader bar. While these may appear to be 1987 dates, Rock Empire dated these to 2009 and 2011 respectively, indicating that the last two digits correspond to the year.
